When using VPN or SSH, you are adding extra stops for both incoming and outgoing traffic, introducing encryption as you go. For sure this will cause a decrease in speed.
Total speeds depend on server used, distance you are from the server selected and also how far that server is from your final destination. When surfing, browsing, emailing, Instant Messaging you will hardly notice a speed drop from a regular cable modem, just a slight pause.
Most users will experience a speed of about 2/3 their normal internet connection. Depending upon which server you choose and it's proximity to you, you may achieve more or less. Speed drop is more noticeable with P2P and FTP.
